In a paper drafted by Undersecretary of Defense for Policy Douglas Feith on September 30, 2001, titled ‘Strategic Thoughts,’ Secretary of Defense Donald Rumsfeld advised: ” ‘If the war [on terror] does not significantly change the world’s political map, the U.S. will not achieve its aim… The USG [U.S. government] should envision a goal along these lines:
*New regimes in Afghanistan and [some other states] that support terrorism (to strengthen political and military efforts to change policies elsewhere).
*Syria out of Lebanon.
*Dismantlement or destruction of WMD in [key states]…
*End of many other countries’ support or tolerance of terrorism.’ ”
