“When [CIA Director George] Tenet had first described the burgeoning rendition program back at the end of September [2001], [President] Bush was so excited he’d wanted to know, ‘At what point are we going to feel comfortable talking about these things?’ He was hoping to go public, as the terror suspects were snatched one by one around the world, so that Americans could keep score, like a sporting event. Tenet explained…that many of the countries secretly aiding the United States…lived in fear that their populations would find out.
