Senator Bob Graham (D-FL) wrote, quoting Frontline: “On August 23, 1996, from his base in Afghanistan, bin Laden issued a Declaration of Jihad, outlining his organization’s goals to drive U.S. forces from the Arabian Peninsula, to overthrow the government of Saudi Arabia, to ‘liberate’ Muslim holy sites, and to support Islamic revolutionary groups around the world. He further declared that Saudis have the right to strike at U.S. troops in the Persian Gulf. He would later say, ‘Hostility toward America is a religious duty, and we hope to be rewarded for it by God…We do not differentiate between those dressed in military uniforms and civilians; they are all targets in this fatwa.’ ”
