“By the late spring of 1996, the Feds had learned of the existence of a Kenya cell tied to bin Laden. Beginning in August 15, 1996, the U.S. intelligence community established wiretaps on the phones of five cell members, including the one [embassy bomber Wadih] El-Hage had used for calls to bin Laden himself. Within months, the U.S. attorney’s office for the SDNY [Southern District of New York] had empanelled a grand jury to investigate bin Laden and his involvement with al Qaeda.”
