By early February [2003], the British were ready to deliver a report to the Americans. [MI6 (British Foreign Intelligence) Chief] Richard Dearlove flew to Washington to present the report to [CIA Director George] Tenet. …The report stated that according to [Iraqi informant and Intelligence Chief Tahir Jalil] Habbush, Saddam had ended his nuclear program in 1991, the same year he destroyed his chemical weapons stockpile. Iraq had no intention, Habbush said, of restarting either program. As for biological weapons, Habbush had significant credibility–that program was run by the Iraqi intelligence service. He said that since the destruction of the Al Hakam biological weapons facility in 1996, there was no biological weapons program.
