On February 6, 2003, “The day after [Secretary of State Colin] Powell’s presentation [to the U.N. Security Council], a Cambridge University analyst revealed that the British government’s dossier on Iraq, referred to in Powell’s speech as ‘the fine paper that the United Kingdom distributed yesterday, which describes in exquisite detail Iraqi deception activities,’ was lifted from a ten-year-old article in Middle East Review of International Affairs and two articles in Jane’s Intelligence Review, including spelling mistakes.”
