“At the UN briefing of February 5, 2003, [Secretary of State] Colin Powell had referred to Ansar al-Islam, the group that had carved out a small piece of Kurdistan prior to the war and populated it with their version of jihadists. They had been working on chemical and biological weapons. Videotapes of tests they had conducted on animals had been recovered. There were ample reasons to be worried about the spread of chemical-weapons expertise, given the presence of such dedicated and ruthless groups.”
