“An article in The Washington Post [on November 2, 2005] documented the existence of a ‘hidden global internment network’ administered by the executive branch as part of the war on terror. This hidden universe of ‘black sites’ had secretly engaged in the kind of interrogation practices foreseen by the [August 1, 2002] Torture Memo in an unknowable number of episodes around the world. Given the controversy that had surrounded the Abu Ghraib scandal [in Iraq] and the release of the Torture Memo, the exposure of the secret network revealed that the executive had simply circumvented congressional opposition it deemed inconvenient.”
