“On June 28 [2004], at 10:26 A.M., in a small, nearly secret ceremony inside the heavily fortified Green Zone, [Coalition Provisional Authority leader L. Paul] Bremer handed Ayad Allawi, the interim prime minister, a leather-bound note from [President] Bush indicating that the Coalition Provisional Authority was dissolved. [National Security Advisor Condoleezza] Rice, who was with the president at a NATO summit meeting in Ankara, Turkey… immediately wrote a note for Bush… ‘Mr. President, Iraq is sovereign. Letter was passed from Bremer at 10:26 A.M. Iraq time. Condi.’ ”
