“[T]he Clinton administration developed a series of strategic policies regarding when to employ military force, conditions for U.S. involvement, and how the government should manage such operations. In May [3] 1994, for instance, Presidential Decision Directive 25 mandated getting involved in peacekeeping operations only when goals were linked to concrete political solutions–when a strategy existed that included integrated political, economic, and military solutions fit within a firm budget estimate.”
