“UNMOVIC [United Nations Monitoring Verification and Inspection Commission] inspectors could not say with certainty that Iraq had weapons of mass destruction, [chief UN weapons inspector] Hans Blix reported to the [UN] Security Council on January 9 [2003], but neither could they say it did not.
