Director of Central Intelligence George Tenet released a written statement for the Joint Inquiry Committee on October 17, 2002. It read: “By January 1994, al-Qa’ida had begun financing at least three terrorist training camps in northern Sudan. Among the trainers were Egyptian, Algerian, Tunisian, and Palestinian extremists.” [The 15th of the month used for date sorting purposes only.]
