3. Biography:

Stefan Halper is co-author of the best-selling book America Alone: The Neo-conservatives and the Global Order, he is Co-author of The Silence of the Rational Center, and is the author of the best-selling book The Beijing Consensus.

Halper has served four American presidents in the White House, serving as a State Department official during the Nixon, Ford and Reagan years. He is an expert on U.S. Foreign Policy, National Security Policy, and China and Anglo-American Relations. In 1980, Halper was appointed to the Department of State where he served as Deputy Assistant Secretary for Political Military Affairs until 1984 when he resigned to become Chairman of the Palmer National Bank in Washington.

Under President Richard Nixon, Halper held positions in the White House Office of Communications, The Domestic Council, and the Office of Management and Budget. Under President Gerald Ford, Halper was the Office of the White House Chief of Staff, and in 1977 became Special Council to the Joint Economic Committee and Legislative Assistant to Senator William Roth (R-Del.).

For over 12 years he was Executive Editor and Host of the weekly radio program This Week from Washington, and then was Executive Editor and Host of WorldWise, a weekly television program on foreign affairs.

Halper has worked as a senior foreign policy advisor to various think-tanks and research institutions, including the Republican National Committee, the Centre for Strategic and International Studies, and the Nixon Centre in Washington, D.C., where he is a Distinguished Fellow.

He has been a senior advisor to the Department of Defense, served on the Advisory Board of Directors of the School for Advanced International Studies at Johns Hopkins University and contributed to various magazines, journals, newspapers and media outlets, including The National Interest, The Washington Times, The Washington Post, the Los Angeles Times, The Wall Street Journal, The American Spectator, BBC News, Sky News, ABC, NBC, C-SPAN, CNN and Radio America.

Halper is Senior Editor at the Cambridge Review of International Affairs and a Contributing Editor at The American Spectator.
