Counterterrorism czar Richard Clarke presented his plan against Al Qaeda on September 4, 2001, in a Principal’s meeting with National Security Advisor Condoleezza Rice, CIA director George Tenet, Secretary of the Treasury Paul O’Neill, vice chairman of the Joint Chiefs of Staff General Richard Myers, and Deputy Secretary of Defense Paul Wolfowitz. “If the group reached a consensus, Clarke’s proposals would finally be sent to the president [Bush]. Clarke’s plan involved using the “Predator drone, the unmanned airborne device…refitted with Hellfire missiles. …Clarke wanted to send it after Osama bin Laden. …In the end…no one could decide who would be in charge of the Predator [either the military or the CIA], [so] no strategy was sent to the president. Once again, nothing happened.”
