“After dispensing the final $2 million in grant aid to Afghanistan for the year beginning September 3, 1993, the Clinton administration closed the [USAID] program; it sent $38.5 million to UN agencies or private agencies for refugee relief. As [USAID director Brian] Atwood later explained, ‘The Cold War is over. We don’t have to be in some countries [where] in the previous era we thought foreign aid was a way of fighting communism.’ ”
