“In a scathing speech one month before the election [on September 29, 1992], Senator Al Gore [D-TN], the Democrats’ vice presidential candidate, accused the first Bush administration of ‘a blatant disregard for brutal terrorism’ and ‘a dangerous blindness to the murderous ambitions of a despot [Saddam Hussein].’ In all, Gore made more than a dozen specific references to Iraq-sponsored terrorism. He cited a study by the RAND Corporation that reported ‘an estimated 1,400 terrorists were operating openly out of Iraq.’ ”
