While campaigning in Washington, D.C., on September 29, 1992, vice presidential candidate Al “Gore listed a series of terrorist attacks that were launched from Iraqi soil or conducted with Iraqi complicity and claimed that the [George H.W.] Bush administration ignored ‘evidence that he [Saddam] was not only promoting terrorism, but was also pursuing a nuclear weapons program.’ He cited a study by the Rand Corporation that reported ‘an estimated 1,400 terrorists were operating openly out of Iraq.’ In all, Gore made more than a dozen specific references to Iraq-sponsored terrorism.”
