Former President Bill Clinton “rejected suggestions that efforts to disarm Iraq would be a distraction from the broader war on terror. ‘I think we can walk and chew gum at the same time. That is, I think we can turn up the heat on Iraq and maintain an intense focus on terror,’ he said in an interview with ABC News [on September 27, 2002]. Clinton encouraged the Bush administration to return to the United Nations, but left little doubt that he remained concerned about Iraq’s WMD programs. ‘We should go back to the United Nations, get a tough resolution that says, okay, Saddam Hussein says he’ll allow unfettered inspections, he will go along with the will of the international community to totally disarm his chemical and biological and nuclear capacity. …He’s got a dangerous program. We need to eliminate it.’ ”
