A British government assessment of Iraq on September 24, 2002, claimed, “Saddam Hussein had usable chemical and biological weapons capability, which included ‘recent production of chemical and biological agents.’ He had shells, bombs, sprayers, and ballistic missiles to deliver these weapons. And the Iraqi military was ‘able to deploy [them] within 45 minutes of a decision to do so.’ ”
