Following President Bush’s Executive Order 13224 targeting terrorist financing on September 24, 2001, “the Office of Foreign Assets Control (OFAC) blocked terrorist assets and added new terrorist front, cover and sympathetic organisations to its existing list. …Within a month, US and foreign financial institutions froze nearly $100 million worth of terrorist assets, mostly associated with organisations as well as individuals linked to, or part of, Al Qaeda… The US Office of Foreign Assets Control has also released the names of a further 2,500 companies and individuals whose assets are to be blocked. The list includes individual terrorists, some linked to Al Qaeda, some not.”
