“At a speech in New Jersey on September 23, 2002, [President] Bush declared that the Democrats in the Senate were ‘not interested in the security of the American people.’ He was referring not to Iraq but to the ongoing tussle over the legislation creating the Department of Homeland Security. Senate Democrats wanted to preserve the traditional federal workplace rules at the new department; Bush wanted to remove these protections to ensure greater hiring-and-firing flexibility.”
