In an address to a joint session of Congress on September 20, 2001, President Bush said, regarding the 9/11 attacks: ” ‘I will not forget this wound to our country or those who inflicted it’… Then, summoning a Churchillian tone, he uttered the line he had resisted but that would become a memorable statement of resolve: ‘I will not yield. I will not rest. I will not relent in waging this struggle for freedom and security for the American people.’ ”
