In his testimony to the Joint Inquiry Committee on September 19, 2002, Deputy Defense Secretary Paul “Wolfowitz defended the deliberate pace of the deputies committee’s work by arguing that since September 11 hijackers had already entered the United States by July [2001], even if the Bush administration had advanced its plans to support [Northern Alliance leader Ahmed Shah] Massoud or attack al Qaeda, they probably would not have prevented the New York and Pentagon attacks.”
