“On September 16, 2001, the Sunday after the attacks, [Vice President Dick] Cheney invited [Meet the Press host Tim] Russert to the presidential retreat at Camp David for an hour long interview. …Russert asked Cheney what was the most difficult decision made during the course of the day. ‘Well, I suppose the toughest decision was this question of whether or not we would intercept incoming commercial aircraft,’ Cheney said. Russert followed up: ‘And you decided…’ Cheney corrected Russert. ‘We decided to do it.’ He was referring to himself and Bush.”
