“On Sunday September 16 [2001], [President] Bush called [National Security Advisor] Condoleezza Rice. He wanted the focus to be on Afghanistan but also wanted plans drawn up in case it turned out that Iraq was somehow implicated in the 9/11 attacks. The next day, the president convened a meeting of his National Security Council during which there was some discussion of what might follow an Afghan campaign. Bush reaffirmed his decision that contingency plans should be drawn up to deal with Iraq, including a plan to seize Iraq’s oil fields.”
