According to an article in the April 2005 edition of Harpers’ magazine: “Philip Carroll, former CEO of Shell Oil’s U.S. division, was one of the first U.S. oil industry advisers in Iraq. He was brought in to help develop ‘contingency plans for Iraq’s oil sector in the event of war.’ Carroll told BBC reporter Greg Palast that he was tapped for the position six months before the invasion [in September 2002].” [The 15th of the month used for date sorting purposes only.]
