Although Defense Intelligence Agency specialist Kie Fallis wrote a warning in September 2000 before the USS Cole bombing noting a terrorist attack was likely in Turkey and the Middle East, “Fallis’s warning was never issued. Intelligence officials worried that too many warnings could lead to ‘overwarning’ and ‘warning fatigue’. …In the case of the USS Cole bombing, a warning would have put all U.S. military forces deployed around the world…on higher alert.
