On September 12, 2001, Australian Prime Minister John “Howard, in a conscious decision to join with the Bush administration early in the war on terror, announced that he was invoking the Australia, New Zealand, and United States Security Treaty (ANZUS). In fact, under ANZUS, Australia and the United States had an agreement that called for cooperation only on defense matters in the Pacific Ocean area.”
