At a meeting of the UN Security Council on September 12, 2001, “A unanimous UN resolution [1368] condemned the [9/11] attacks, describing them as ‘a threat to international peace and security.’ The council expressed its condolences and sympathy to the American people and government and appealed to ‘all states to work together urgently to bring to justice the perpetrators, organizers and sponsors’ of the attacks. The resolution further said that those responsible for supporting or harboring those people would ‘be held accountable.’ ”
