At 9:56 a.m. on September 11, 2001, “The president [Bush] leaves Sarasota, Florida. He later says that he doesn’t make any major decisions about how to respond to the 9/11 attacks until he’s in his airborne command center. This means, in effect, that the commander in chief takes almost fifty minutes after being informed that ‘America is under attack’ before taking action. It also conflicts with the president’s statement that he ‘implemented’ the government’s emergency response plans ‘immediately following the first attack.’ ”
