On August 7, 1998, “The FAA [Federal Aviation Administration] and the Bureau [FBI] pick up intelligence that unidentified Arabs are planning to fly ‘an explosive-laden plane’ from an unnamed country into the World Trade Center. The FAA reportedly finds the plot ‘highly unlikely, given the state of the foreign country’s aviation program.’ The FBI’s New York office files the intel away without taking action.”
