Following the African embassy bombings on August 7, 1998, President Bill Clinton said: ” ‘We will use all the means at our disposal to bring those responsible to justice, no matter how long it takes. …We are determined to get answers and justice.’ The CIA’s response was for Director George Tenet to send a notice to his staff that fighting al Qaeda had become the Agency’s top priority.”
