On August 6 [2001], the agency briefed him at his ranch in Crawford, Texas.” The report “said that bin Laden’s organization had plans to hijack a plane and use the hostages to spring Sheik Omar Abdel-Rahman from U.S. federal prison. …as of the summer of 2001, that interest hadn’t translated into any significant changes in the government’s counterterrorism policy.”
