“On August 5 [2002], [Central Command leader General Tommy] Franks came to the White House to present his latest plans to the president [Bush] at a National Security Council meeting, where [National Security Advisor Condoleezza] Rice and the others listened to what was then dubbed the Hybrid Plan [to invade Iraq]. …the Hybrid was a combination of two earlier plans that had been under discussion at the Pentagon since late 2001: the Generated Start, which called for a long buildup and 275,000 troops, and the Running Start, which called for an immediate air war and far fewer troops. [Secretary of Defense Donald] Rumsfeld thought the Generated Start was unnecessarily slow, with too many troops, while the military commanders viewed the Running Start as risky. To bridge the difference, the Hybrid called for the president to give a five-day notice to his military commanders to mobilize, eleven days to transport troops and aircraft to the region, sixteen days for an air war, then 125 days for a ground war with tens of thousands of troops.”
