In Iraq, “In early August [5, 1998] the Revolutionary Command Council and the Ba’ath Party Command decided to stop cooperation with UNSCOM [UN Special Commission on Iraq] and the IAEA [International Atomic Energy Agency] until the [UN] Security Council lifted the sanctions, reorganized UNSCOM and moved it to Geneva [Switzerland] or Vienna [Austria]. The decision was unanimously condemned by the Security Council in early September and again in early November.”
