Vice President Dick Cheney gave a speech to the Veterans of Foreign Wars in Nashville, Tennessee, on August 26, 2002. In discussing Saddam’s WMD threat: ” ‘The risks of inaction are far greater than the risk of action,’ Cheney emphasized in his speech. Cheney declared that Iraq had ‘been enhancing its capabilities in the field of chemical and biological agents. And they continue to pursue the nuclear program they began many years ago.’ ”
