“…on August 26, 1998, [UNSCOM (United Nations Special Commission on Iraq) inspector] Scott Ritter resigned in frustration with the reaction of Washington and the Security Council to Iraq’s defiance of UNSCOM. Ritter’s resignation letter declared that Iraq was not disarmed and the recent actions of the Security Council to downplay the significance of the Iraqi actions [to force UNSCOM out of Iraq] indicated the Council would not enforce compliance with its own resolutions. He declared that Iraq had lied to UNSCOM and the world since day one.”
