In Osama bin Laden’s August 23, 1996, ‘Declaration of War Against the Americans,’ he wrote, regarding the presence of American troops in Saudi Arabia: ” ‘The [Saudi] King [Fahd] said that *the issue is simple, the American and the alliance forces will leave the area in a few months.* Today, it is seven years since their arrival and the regime is not able to move them out of the country. The regime made no confession about its inability and carried on lying to the people claiming that the Americans will leave. But never-never again; a believer will not be bitten twice from the same hole or snake!’ “
