The State Department immediately revoked his visa. Two days later, realizing their suspect had arrived in New York on July 4, the C.I.A. alerted the F.B.I. that Mr. Almihdhar was in the country. A law enforcement official said the F.B.I. wanted to question him at that time about the [USS] Cole attack.”
