“…in August 2003, Muqtada al-Sadr started to become a problem. Although not an imam or ayatollah, he was a young, fiery, influential cleric who had behind him the credibility of his late father, the Grand Ayatollah for whom Sadr City [the Shia district of Baghdad] was named. Muqtada had been speaking out against the coalition and was the chief suspect in the brutal mob murder of Ayatollah Abd al-Majid al-Khoi, a pro-U.S. member of the Shia ruling council. After a newly established Iraqi judge reviewed all evidence in the murder, a warrant was issued for al-Sadr and twelve of his top lieutenants.” The warrant was written in August 2003, but not publicly announced until April 5, 2004, by the Coalition Provisional Authority.
