On July 5, 2001, “terrorism czar Richard Clarke called a White House meeting with officials from the FBI, FAA [Federal Aviation Administration], Coast Guard, Secret Service, and INS [Immigration and Naturalization Services], warning that ‘something really spectacular is going to happen here, and it’s going to happen soon.’ The next day, Clarke chaired a meeting of the National Security Council’s Counterterrorism Security Group (CSG) and ordered a suspension of all nonessential travel by staff.”
