On July 5, 2001, counterterrorism czar Richard Clarke chaired a meeting “with representatives from the CIA, FBI, Federal Aviation Administration, Customs, INS [Immigration and Naturalization Service], and others. The meeting concluded with the issuance of several new security advisories, including an FAA [Federal Aviation Administration] Bulletin warning of an increased risk of hijackings to free Islamic terrorists held in U.S. prisons. The Pentagon was directed to develop ‘detailed response plans in the event of three to five simultaneous attacks.’ ”
