Bush noted in July [21] 2005, shortly after suicide terrorists struck London’s mass transit system, that ‘we’re spending unprecedented resources to protect our nation.’ This unprecedented spending wasn’t portrayed as a cause for concern, nor was it a clarion call to increase the efficiency of our efforts. Rather, it was meant as proof of how seriously the United States took the problem: given the difficulty of demonstrating a concrete enhancement in security, one of the few ways politicians can demonstrate action is by citing spending increases, regardless of their effectiveness.
