“In its annual budget request, the FBI asked for a sizeable budget increase for only one of its divisions–counterterrorism. But on July 18 [2001], [Attorney General John] Ashcroft sent a letter to [acting FBI Director Thomas] Pickard saying the request had been turned down and that several FBI divisions faced budget cuts, including counterterrorism.”
