On July 11, 2003, CIA Director George Tenet made a statement “in which he said that the ‘sixteen words [about Iraq agreeing to purchase uranium from Niger] should never have been included’ in [President] Bush’s [January 28, 2003, State of the Union] speech, and that the ‘CIA should have ensured’ they were removed in the vetting process, for which, he said, he was responsible.”
