On July 10, 2001, CIA Director George “Tenet and a couple aides raced to the White House and told [National Security Advisor Condoleezza] Rice, [Deputy National Security Advisor] Stephen Hadley, and [counterterrorism czar] Richard Clarke that a ‘spectacular’ attack seemed likely in weeks or months. ‘What should we do?’ Rice asked. ‘This country needs to go on a war footing now,’ said Cofer Black, the CIA’s counterterrorism chief.”
