Quoting a covert CIA operative known only as ‘Rich B.,’ then-CIA Director George Tenet gave information from his meeting with National Security Advisor Condoleezza Rice on July 10, 2001. Rich said: ” ‘We have disrupted or delayed the current attack, but the UBL [Usama Bin Ladin] threat will continue to exist,’ he said. ‘UBL’s goal is the destruction of the United States. We must consider a proactive instead of a reactive approach to UBL. …We must take the battle to UBL in Afghanistan. We must take advantage of increasing dissatisfaction of some Afghan tribes with the Taliban.’ ”
