FBI Special Agent Kenneth Williams’ Phoenix memo, sent to FBI headquarters on July 10, 2001, “warned that bin Laden might be sending terrorists to U.S. flight schools, identified two men with ties to al Qaeda, and stated that several of the men were, in FBI parlance, ‘of investigative interest.’ Several of the men had been identified by the FBI as part of a group known as al-Muhajiroun, a radical Islamic group based in London that is closely aligned with bin Laden and had called for the destruction of the United States.”
