Everything the administration was being told by the intelligence community, he said, was ‘very disturbing.’ He recalled visiting the village of Halabja in northern Iraq where five thousand Kurds were killed in one morning. ‘This was not some academic exercise,’ he said. ‘We were concerned he would do that again.’ “
