Director of Reconstruction in Iraq L. Paul Bremer issued Order No. 94 on June 6, 2004, which replaced Order No. 40 from September 2003. It opened “the Iraqi banking sector to foreign ownership…[by] allowing foreign banks to purchase 100 percent of Iraqi banks and to open subsidiaries and branches without restriction.”
